I used the "violet, orange, green" gradient. And I used a filter but I can't seem to be able to remember which filter I used :P. It looks best with a black and white picture. For the text you double click on on the text icon on your layers list and go to stroke and play around with that. I used a glow as well. For the border you use the marquee tool and select how big you want your border to be and then you do a "ctrl+shift+i" and delete. Make a new layer (crtl+shift+n)put it at the bottom of your layers list and then make it whatever pattern/color you like!

hmm.. first you need to learn how to make the aurora effect that you see on Vista wallpapers, for that go here -> http://www.tutorial9.net/photo shop/creating-the-windows-vist a-lighting-effect/.
After that choose your image, add the aurora effect as a new layer and blend it. Just play around with the properties until you like it. That's about it really. :)

'Cept I did a lot of things with it and I don't know if I can remember everything
I know I erased a watermark (there's a tutorial for that on here)
Then I changed the contrast and levels til it looked nice
Then I added some brush marks (using brushes I downloaded) in black and white on separate layers in photoshop
Then set both those new layers to either overylay or soft light =]
